FDC begins its perspective on climate finance with the principle of reparations for climate debt. It is neither aid nor assistance but a part of reparations that is long overdue. the Philippine government should scrutinize climate finance flows, both outside-to-inside and whether or not it addresses the country's priority, ensures full participation of affected and vulnerable groups, protects livelihoods and rights of indigenous and local communities, and facilitates the transformation of societies
